On 16th March 2022, with the introduction of Scheme X (Six-Months Validity for the Certification scheme) Certification, the Bureau of Indian Standards (BIS), introduced a landmark regulatory milestone. Under the BIS Conformity Assessment Regulations, 2018, this certification framework is designed to enhance the safety, quality, and performance standards in industry and electrical equipment in India. Now that manufacturers must comply with the Indian Standards, the Ministry of Heavy Industries has made compliance mandatory through the Omnibus Technical Regulation Order, 2024, with manufacturers to comply by 28th August 2025.

BIS Scheme X Certification – Types
To fulfill varying manufacturing requirements, BIS Scheme X provides two separate certification options:
1. License for Continuous Production:- This license can be easily used in all units that comply with the standards of BIS and hence, it is ideal for manufacturers who are involved in continuous production activities. It guarantees continuity of production while confirming compliance with Indian standards.
2. Certificate of Conformity (CoC) for Batch Production:- This certificate caters to once or limited batch production runs, ensuring safety and action for the product on a batch to batch level. Each unit sold must bear the unique CoC number on the product itself or on its packaging.
For any certification type, it is mandatory to register with BIS before applying for the license/CoC.
Scope and Structure of BIS Scheme X
Scheme X includes, inter alia, tons of heap machinery, electrical machines and electrical equipment necessary for a variety of industrial processes; Certification process is based on compliance to certain Indian Standards as below;
Type A Standards (General Safety Standards):- specify the core safety principles associated with the design of both machines and the conditions that relate to risk reductions and hazards identification. IS 16819:2018/ISO 12100:2010 in this category.
Type B Standards (Special Safety Requirements):- These are specific, like ergonometry, the protection of the machine.
Type C Standards (Machine Specific Standards):- These are requirements designed for an individual machine; Type C standards replace Type A or B in a conflict scenario making product specifications specific to the machinery.
The categories correspond to schedules in the Omnibus Technical Regulation Order, 2024 — Schedule 1 (Type A) and Schedule 2 (Type B) and Schedule 3 (Type C).
BIS Scheme X Certification: How to Apply
The application process is methodical and requires thorough documentation and planning:
- Refer to the official BIS (Bureau of Indian Standards) list of standards and select the applicable Indian Standard (IS).
- Preparation of Technical Documentation e.g. design specifications, testing report, compliance declaration, quality procedures, etc.
- Fill the Online Application by BIS Manak Online Portal
- This process involves evaluating and inspecting the applicant’s facilities and systems to ensure that they are compliant with the standards set by BIS.
- Issuance of License/Certificate of Conformity (CoC) After review and upon payment of fee, BIS will issue the License/CoC to use the BIS Standard Mark on the product.
BIS Scheme X Certification Cancellation
Scheme X: The Certification can be cancelled if the manufacturer:
- Misuses the license or CoC
- Provides false information or documents
- Does not conform to BIS safety standards
- And still suspended after more than a year
- Upon cancellation, all use of the BIS mark must cease immediately
